A Baltimore man is in custody after a Monday morning shooting shut down a stretch of I-95 in Howard County, Maryland State Police confirmed.

Kevin Gross, 46, has been charged in connection with the shooting of 28-year-old Ronald Victor Garcia-Rodriguez, who suffered multiple gunshot wounds and remains hospitalized with serious injuries.

The incident unfolded just before 4:30 a.m. on Nov. 18, when Garcia-Rodriguez called 911 from the shoulder of northbound I-95 near Route 216, reporting he had been shot.

First responders found him beside his white 2014 Mazda2 and transported him to R Adams Cowley Shock Trauma Center in Baltimore, where he is undergoing treatment.

Maryland State Police troopers from the Waterloo and College Park barracks, along with Criminal Enforcement Division and Homicide Unit investigators, were dispatched to the scene.

According to investigators, Gross and Garcia-Rodriguez were acquaintances, and the shooting appears to have stemmed from an altercation.

Authorities are working to determine a motive and whether the shooting occurred inside or outside the vehicle.

Crime scene technicians processed the area for evidence, while Maryland Department of Transportation crews rerouted traffic during the hours-long shutdown, which caused significant delays for early-morning commuters.

Gross has been charged with attempted first-degree murder, first- and second-degree assault, and related offenses.

No other injuries were reported.
