Wheeling Council passes vehicle and pedestrian safety ordinance

Wheeling, W.Va. (WTRF) - Wheeling City Council passed a new ordinance designed to increase safety for drivers and pedestrians.

Specifically, it prohibits drivers and pedestrians from stopping on roads or highways to exchange items, like money, or waiting around for long periods of time in those areas.

While not specifically an anti-panhandling ordinance, that would fall under its provisions.

Council members expressed concern about accidents and near misses, singling out the exit ramp next to Perkins Restaurant on National Road.

The ordinance allows for two offenses for a driver or pedestrian that result in a warning. Any more violations carry a $100 fine or community service.

Several speakers spoke against the ordinance, but Council ultimately passed it on a vote of 5 to 1.
